Summary
This article covers what to do when a "User Admin" user cannot edit users in a particular group. Specifically, when the user faces the following message:
A user with "Users" permissions can manage the users in a user group, as long as that user is part of the user group's users. The message in the screenshot above happens when the user himself is not part of the user group's users list.
Resolution
To address this issue, the user should add himself to the group during the creation of the user group (in the case that it is that user creating the group), not post creation.
If the group has already been created, the "Users Admin" will need to request to be added to the user group by a user with Organisation Admin permissions.
