By the end of this article, you will understand how license types affect comment visibility, how subscriptions control comment notifications, and how to manage 'Save and Notify' behavior to avoid unnecessary emails.
Resolution
1. Comments Not Visible to Certain Users
Comment visibility can be impacted by the user’s license type. Users with a Reviewer license may not have the same visibility permissions as Stakeholder or Creator users.
When assigning licenses:
Use Stakeholder (or higher) for users who need to view and collaborate on comments.
Review license permissions before onboarding new users to ensure proper access.
2. How to Receive Email Notifications for Comments
Users will receive email notifications when:
comment is added to an item they are subscribed to
They are @mentioned in a comment
A comment is added during a review
A comment is added to an item they have previously authored or commented on
Email notifications are not sent for field updates (status changes, text edits, relationships, etc.), workflow transitions (unless when configured in the workflow itself), baseline creation, relationship or trace updates.
Ensure Users Receive Comment Notifications
Users must be subscribed to an item to receive comment notifications. This includes users who are automatically subscribed because they are the author or have previously commented. Without a subscription, users will not receive notifications unless they are @mentioned.
Confirm Email Notification Settings
Each user should:
Open their User Profile.
Go to My Subscriptions
If email notifications are muted at the user level, no comment emails will be sent:

To receive notifications for updates done to items in the context of a review:
Enabling Notifications for All Creator Users
If you want all users with Creator licenses to receive comment notifications:
Ensure each Creator user is subscribed to relevant items.
Confirm email notifications are enabled in their profile settings.
Note: There is no global setting to automatically notify all Creators for every comment. Notifications are subscription-based.
4. Stop Notifications from Requirement Edits
Although standard field edits do not trigger email notifications, selecting 'Save and Notify' will send an email update to subscribers users.
After using 'Save and Notify' once, it becomes the default save action for that user. This can cause users to unintentionally send email notifications for future edits. To stop notifications being sent for edits:
Open any item.
Make a small update.
Select 'Save and Close' instead of 'Save and Notify.'
This will reset the default save action back to Save and Close.
Future edits will no longer trigger email notifications unless 'Save and Notify' is manually selected again.
