Summary 

The items returned after running a filter don't appear to match or honor the filter criteria.

Solution 

First, double-check your filter criteria logic in case your criteria are too 'broad' or 'narrow' to return the desired results. If your filter criteria are sound, then perform a project cleanup and re-index.
