Solution 

Email notifications for Reviews behave as follows:

  1. Publish a New Revision

    • Review participants are notified by email when a new revision of a review is created.

    • This indicates that changes have been made and are ready for feedback.

  2. Close a Review

    • Users receive an email notification when a review is closed.

    • The closure notification includes the following message:

      “The review ‘System Requirements’ has been closed. It may be reopened at a later date after changes have been incorporated. You will receive an email if a new revision of this review is created.”

  3. Reopen a Review

    • No email notification is sent when a review is reopened.

    • This is expected behavior and cannot be enabled through settings.

In practice, the creation of a new revision is the event that signals action is required from participants, rather than the reopening of a review alone.

This behavior is intentional and by design. Reopening a review typically indicates that changes are being worked on, not that feedback is ready. Notifications are therefore triggered only when a new revision is published, ensuring participants are notified at the appropriate point in the review workflow.
