Tags Missing from Baselines

Summary

Tags aren't saved in baselines. As tags are not versioned, if an item with tags assigned is baselined, the tags will not be present. Tags can be changed at any time by any user.

Resolution

This is expected behaviour as tags are not versioned.
 

As a alternative, try using Categories instead as those are versioned. They will have to be created by a user with Admin privileges, and if necessary can be defined per project.
