Summary
This article explains whether administrators can change the license downgrade behavior for users with a Creator (float) license in Jama Connect®.
In Jama Connect, license downgrade behavior follows predefined rules based on license types. Floating licenses (such as Creator and Reviewer) can transition between each other, while named licenses (such as Stakeholder) follow a different model.
By the end of this article, you will understand that this behavior is fixed and cannot be configured.

Resolution
There is no option to change which license type a Creator (float) user is downgraded to.
- Creator (float) users can only be downgraded to Reviewer (float).
- Both Creator and Reviewer are floating license types, which allows this transition.
- A stakeholder is a named license type and is not compatible with floating license downgrade behavior.
Because of this distinction:
- A Creator (float) cannot be downgraded to a Stakeholder (named).
This behavior is defined by Jama Software® and is not configurable.
